◢◤Why Do English Certificates Divide Students in Japan?◢◤
In Japan, the EIKEN certificate is now key for university entrance exams.
It was optional before. Not having it did not hurt much. After reforms,
top private universities give benefits like bonus points to those with it.
Some public universities let students skip English exams if they have high grades.
They give perfect scores. Without certain grades, students may fail early.
Certificate rates differ a lot by region. Ministry data shows Tokyo at 43.5 percent.
Fukui at 78.8 percent. Miyagi at 14.3 percent. Hokkaido at 17.6 percent. Exam-taking rates vary, too.
They range from over 91 percent in some places to 25.7 percent in others.
This rate gap is not just about English skills. It shows bigger differences in info and chances.
The certificate is like a passport for application plans. Urban areas offer better access and support from schools.
As a result, this divides students. Informed ones move ahead. Others fall behind. It points to gaps between urban and rural spots.

情報や機会の格差を示している。
資格は進学計画のための「パスポート」のような存在だ。
都市部では学校による支援やアクセス環境が整っている。
その結果、学生たちの間に分断が生まれている。
情報を持つ学生は先に進み、そうでない学生は取り残される。
これは都市と地方の間にある格差を浮き彫りにしている。
